At 1st glance I thought this was another modern touristy cobalt blue vase produced by the millions. But then I picked it up and realized it had some age and some quality to it. One thing about it...I washed it three times with soap and after it dries I still see what looks like dirt on the glaze. The item was absolutely filthy when I bought it, so the improvement was immense, but there is still a film of dirt, or is it the glaze that is defective or just worn? I didn’t scrub too hard because of the gold enameling...perhaps I need to try harder.
Well, anyway, any thoughts on age? I wouldn’t be shocked if its relatively modern, although it seems better than most of this type. I suppose if anyone could read the characters, that would be clue.
Its 7 1/2 inches tall.

I think maybe 1970's in date maybe a little younger , People do collect these later 20th century pieces though but i have not studied them at all , I would be confused to where the collectors market would sit , they're decorative only to me. I saw a nice Japanese one on ebay yesterday and i was looking at it but i had already bought 3 items of the seller and decided to leave it.

Well, I had a look and there is a whole forum with loads of threads dedicated to this kind of blue-glazed ware. I lost my way amongst it all but snippets that I did come out with are that this kind of ware tends to be decal-decorated, so applied by hand but not painted by hand. I don't think that is the case with yours, some of that looks hand-painted to me.
Because the decals are mass-produced, production is not necessarily always Asian: apparently these wares are also made in Greece and other places. Again, I don't think that is the case here.

The style and blue overglaze along with the gilt inscription tell me that this vase is both Japanese and modern. Post that is late 20 century.
