I sold a Yixing Teapot 29th September to a Chinese mainland buyer under Global Shipping Programme.
Shipped and signed for at U.K. Distribution Centre and they then sent via DHL to Germany-Hong Kong-Shenzhen.

Buyer sent me a copy via ebay message of his Invoice from Ebay for £253 which includes overseas shipping and up front Customs charges and asked me why it was being sent via Shenzhen as it was nowhere near where he lived.I advised that as a seller via Global Shipping Programme I don't get to see where the buyer lives and GSP do the details. I advised him to open an Ebay claim but he has opened a Paypal claim.
Under Ebay GSP I am covered for loss and damage and they refund to the buyer but he has opened a Paypal claim.
I'm unable to speak to a human at Paypal despite dialling the provided No. and code and am worried that I am not covered as he has opened a Paypal claim.
Any advice or similar experience ?

AN UPDATE AND I SAY SELLER BEWARE.
Contacted Ebay and they state that there is nothing that they can do as the buyer has opened a claim in Paypal. They gave me a No. for Paypal and I managed to get through to a human operator,very pleasant but this is what she said.
The buyer did not receive his item so there will only be one winner in this claim. Despite the fact that I shipped it according to Ebays Global Shipping Programme to the U.K. Hub and it was signed for,this was not a matter for Paypal.
They suggested that I now ring Ebay who hold a No. for Pitney Bowes their U.K. Hub operator and that I submit a claim with Pitney Bowes ( a Company that I have had no direct dealings with).
This is so unfair that Paypal can issue a refund on an Ebay Global Shipping item not received claim and leave the seller high and dry.
You would think that their would be some sort of direct communication between Ebay and Paypal.
PAYPAL SHOULD NOT BE ALLOWED TO REFUND ON EBAY GLOBAL SHIPPING CLAIMS unless not as described.
Pissed isn't the word.

You aren't responsible for item loss or damage that occurs after the item reaches the UK Shipping Centre. Once an item has been forwarded by the UK Shipping Centre, you won't be responsible for refunding the buyer if an eBay Money Back Guarantee or PayPal Buyer Protection case is filed against you for one of the following reasons: A buyer claims an item isn't received or a package is damaged in transit.
To conclude this monologue,on my Paypal page of the sale it shows the address to send to as the U.K. GSP Hub and seller protection ELIGIBLE.
I called Paypal and she agreed,went away for a few minutes and came back and said you are right and I have arranged for the claim to be closed and that I'd receive an E-mail confirming this.
What a relief,but then I received the E-mail from Paypal saying that they'd found in the BUYER'DS favour but due to the unusual circumstances they were refunding the buyer at no cost to me !
Just beware if your buyer opens up a Paypal claim on an Ebay GSP sale.
That all sounds stressful. I have been very wary of using the Global Shipping Programme owing to a lot of negative remarks a while back. May I ask for clarification, please, are you supposed to only be responsible for the item's arrival at the UK depot and from that point any loss or damages are covered by the company? So, theoretically, insurance issues or even sending antiques, isn't a problem?
A while back I had to post an antique to Oman and initially struggled to find someone who would take it. Shipping items is really the most stressful part of selling, especially as you never know there won't be unforeseen additional problems such as you've experienced.

Yes you are correct,as long as it arrives and is signed for at the Global Shipping Hub you are not responsible for any damage or Loss of item.
It allows larger and heavier packages because you are posting to a U.K. address. Value of items is up to £2k so it is a win especially selling to China who always try for partial refunds and claim items broken,etc.
As you know,posting it yourself, 2 kilos is generally maximum weight for overseas items as the price goes through the roof and 30cm x 30cm x 30cm max size, 90cm total.
That is why despite 3-4 times telling the buyer to close his Paypal claim and open an Ebay one he ignored my suggestions and lost out.
Paypal refunded £173 + £8 shipping which was the total that I received.
If he'd opened an Ebay claim he would have received £253 which was how much that Ebay invoiced him for overseas shipping and up front Customs fees.

As as you can see,PayPal should also have covered me as the address to send to is the hub address and shows that I am eligible for seller protection as long as proof of delivery to the hub address is obtained,which I had and obtained.
Therefore they went against their own rules to find in the buyers favour.

You must be located in the UK and listing eBay.co.uk to use the Global Shipping Programme.
When you’re selling an item using the quick listing tool, select Send your package to the UK Shipping Centre and the rest will be taken care of for you in the How you’ll post it section.
If the item is bought by someone in another country, we’ll send you the address of a UK shipping centre. We’ll also give you a unique code so that, when it gets to us, we know it’s yours and where it needs to go. Make sure you either print the label we provide or include that code if you use your own label.
All you need to do is post your sold item to the UK shipping centre using your usual postal service. We’ll take it from there and make sure the item gets to its new home using a trusted, tracked international postage service.
The item must weigh no more than 30kg and be no larger than 125,000 cm³, and no longer than 120cm on the longest side. It should be worth no more than £2,000.

Many buyers here strictly avoid sellers that ship through the GSP. The reasons are many. It is very expensive, it is extremely slow, the tracking is a nightmare, they open the parcels. And, in Italy’s case, we have to pay Custom fees in advance, which are not always requested with standard shipping.
If I where in your shoes, I will not send parcels to China through them. I am convinced that you will have problems in almost all cases. The great majority of my items are sold in China. EVERY time I have to become crazy for getting the address in Chinese characters. Many times the address registered on eBay and the one on PayPal does not match, and note that both them are strictly requesting that you must send to the address registered there.
Instead of making such stupid automated features, why eBay and PayPal do not require the address in Chinese characters to Chinese buyers? The addresses registered at eBay and PayPal are clearly google translated from Chinese, they are a non-sense.
I would like very much to know how Pitney and Bowes send the items to China. To which address? The one translated? Ridiculous. Do they require the Chinese address to the buyer? I don’t think so. It is a guaranteed trouble sending to China through them in my opinion.

Let me say that if my transaction was a direct sale with me shipping the item then I would lose the Paypal claim for item not received and Paypal would take the money from my account and I would be £181 down.
Because I used the GSP I simply have to pack and ship to a U.K. Hub and thereafter Ebay complete both the address and Customs documentation on the package.
If it is lost or damaged I am totally covered and will not lose out financially; neither will the buyer who simply submits an Ebay claim and receives his entire fees back,including the up front Customs charges he has paid and also the overseas shipping cost.
It allows for larger packages to be sent in both weight and volume.
Training of Ebay and Paypal Staff needs to be improved as none of them followed their own procedures in the buyers GSP resolution.
Sales may be affected but I don't have to handle the almost certain request to falsify value on the Customs document which leaves the seller liable for Prosecution should they comply and be discovered.
I don't get requests for partial refunds for the numerous claims to squeeze the last penny from the deal.
I only sell 1 or 2 pieces a month as I am changing my direction from Chinese to English porcelain so rarely list in auction format,and as we know,that is a manipulated practice.
Do Ebay.it have GSP available as it is only on your own Countries Ebay site that you can enrol for GSP ?

Dear Vic,
the GSP is only in USA and UK for what I know. You are right that for the seller it is a good guarantee, but be sure that on the point of view of sales is a big handicap. I do not buy if the selelr is shipping that way and be sure that there is a general opinion here to avoid purchases from sellers that use the GSP.
You are especially right in saying that many Chinese buyers are asking partial refunds for absolutely unmotivated reasons, but I do not think that ebay will protect you against this practice if you are using GSP. If the buyer will start a refund procedure because let say a small warping on a Ming bowl, that is absolutely normal, eBay will force you to take the bowl back or offer a partial refund, regardless the way of shipping.
As I said in my previous post, the really BIG problem when selling in China is to obtain the correct address. Then I do not believe that Pitney and Bowes will have your same care in shipping to the correct address, they will just copy what is recorded on eBay or PayPal, which is wrong or at least inaccurate in 99% of cases, and send out the parcel, with a lot of related problems for the buyer.
It will not be your responsibility, but surely that buyer will no more buy from you.

I think you are thinking too deeply about the address and by putting something different on the shipping address other than that in Ebay or Paypal you are invalidating any tracking, as the address when uploaded to Ebay or Paypal in the 'item not received claim' will not be the same as on their systems.
I may tweek the Countries that I use in GSP as I've never had a problem shipping to France,Germany,America or Italy and may pack and ship direct.
Does anyone else sell on here using GSP Programme ?
