So, it wasn't the auction house that did it, it was the Government! A long time ago, I was in Beirut Lebanon and bought a bunch of Lebanese wine in the Beqaa Valley and when it landed in Boston, I was contacted and assessed an import tariff and that was at that time around 15% of the declared value (from the wine merchant in Lebanon)....So, they do contact you when something arrives, at least in Boston they do.

That is an unpleasant surprise. I guess there is also uncertainty among customs staff with these tariffs. There is a risk that items manufactured in China, even though imported from Europe, could be subject to even higher tariffs. I will definitely find out what the rules are, before I export anything to the US.

It was not an insubstantial amount, nearly an extra $2.000 that he had to pay within 10 days or the books would be returned to the auction house AT HIS EXPENSE!!! I had thought that J. P. Morgan won that battle on books, all the way to the Supreme Court in the US when he tried to bring in an English library and the harbor master on behalf of the Federal government imposed a 'tariff' on his books. Since then, I was under the impression as are you, that between Europe, England and many other countries, antiques and especially used or old books were exempted from tariffs or taxes on entry into any country by negotiated treaties that date back to the early 1900s...

Art and antiques used to be exempt from tariffs, but at this point there is great uncertainty. I will follow this closely and update my website when things are more clear.
