It is in the style of Rose Mandarin decoration which was very popular in the 19th c and if you search on those words you will find lots of pieces to compare yours with.  Clues to help identify the age are the way the figures and other elements are drawn, the quality of the decoration (you can see in places that yours has been hastily painted) and the colours. Look also for printed outlines.

There are so many of these pieces online, the old pieces are very collectable,  that you will quickly learn to distinguish the old from the new. You'll see that the faces, the thickly applied black hair and the flooring on yours are quite a give-away, as is the off-centre Qianlong mark.

It's a modern vase from the 2nd half of the 20th century.

I just got this vase and wanted to try to find out more about it. I don't know much about chinese potery but I would like to learn. 

It's about 14 inches tall and surprisingly heavy. I'm trying to figure out its age. It old or relatively modern? Here are some pictures.
