IMO your charger is Moroccan ceramic and not Asian. The Mark on the back is arabic and means Safi. Safi is a city located in western Morocco on the Atlantic Ocean, very famous for the quality of design ceramic potteries.

Good evening,

 

I found this beautiful plate recently at a thrift store in B.C., Canada. I was wondering if anyone recognizes the mark on the back. Chinese? Japanese? 
I thought is has a bit of a Middle Eastern look to the pattern but the foot and Celadon glaze look more Asian. 

I would very appreciate any information you may have on this.
