Peter is correct. The design is Kangxi, but the mark is Qianlong. The design is also rather poor and forced, versus being natural and fluid. The painting should be like a visual poem, not a children's drawing. Extra attention should be given to the waves by the rocks, they look like kelp. Waves should look like smooth flowing water with evenly spaced lines. These were and are very expensive things. The underglaze red is very dark and pronounced. Usually a period example would be slightly lighter/paler in areas with some graying or peaching to the tone. The even color suggests a consistent firing temperature (modern firing). The wear is war-zone extreme, not really possible on a period example of this age. Orange is usually not a good color on footrims unless it's a Ming piece, and it looks different than this.
